Bulgarian Citizenship by Origin in 2026: The Complete Guide

Bulgaria lets descendants of Bulgarians become citizens without living in the country, without proving income and without a language certificate. The legal basis is Article 15 of the Bulgarian Citizenship Act. For many descendants of Bulgarian communities abroad, this is the only realistic way to an EU passport that does not start with years of residence.
In my work the passport a family holds decides the route, so I always start with the same question: can you prove the Bulgarian line on paper? This guide explains what the law asks for, how the procedure runs in 2026, and where people usually get stuck.
What the law actually says
Article 15 allows a person who is not a Bulgarian citizen to acquire citizenship by naturalisation without four of the usual conditions if they are of Bulgarian origin. The conditions that fall away are:
- five years of permanent or long-term residence in Bulgaria;
- income or an occupation that supports you in Bulgaria;
- command of the Bulgarian language, certified under the education ministry’s rules;
- release from your current citizenship.
Two conditions of Article 12 still apply: you must be an adult on the date you file, and you must not have been convicted by a Bulgarian court of an intentional crime of a general nature (unless rehabilitated). Article 19 also allows refusal if there are serious reasons to see the applicant as a threat to public order or national security.
The law defines a person of Bulgarian origin very briefly: someone with at least one Bulgarian ascendant. Since the March 2021 amendment, Article 15(2) says how you prove it: official documents issued by Bulgarian or foreign authorities showing kinship with at least one ascendant of Bulgarian origin up to and including the third degree. The documents must show the ascendant’s names and the relationship to you.
Who qualifies and who does not
Third degree means a parent, a grandparent or a great-grandparent. A great-great-grandparent is too far for the application itself, although older records can still help to show that the great-grandparent was Bulgarian.
Collateral relatives do not count. An uncle or a great-aunt is not your ascendant, so a Bulgarian uncle gives no ground, even if he is the only relative whose papers survived.
Before anything else, check whether you are already a citizen. Under Article 8, anyone with at least one parent who is a Bulgarian citizen is Bulgarian by origin from birth. If your mother or father holds Bulgarian citizenship, the question is about registering an existing status, not about naturalisation. People whose parent is or was a Bulgarian citizen also have their own ground under Article 15(1)(3).
Citizenship by investment no longer exists
Bulgaria used to grant fast-track citizenship to investors. Those provisions of the Citizenship Act were repealed by the amendment published in State Gazette No. 26 of 1 April 2022. Residence permits for investors still exist under the Foreigners Act, but money alone no longer leads to a Bulgarian passport. For a foreigner with no Bulgarian line and no long residence, there is no shortcut left.
How the procedure runs
- Evidence. You collect birth, marriage and name-change records that link you, generation by generation, to the Bulgarian ancestor, plus at least one official record showing that ancestor’s Bulgarian origin.
- Translation and legalisation. Everything goes into Bulgarian, and foreign documents need an apostille or legalisation, depending on the issuing country.
- Filing in person at the Ministry of Justice in Sofia or at a Bulgarian embassy or consulate. An interview takes place when you file.
- Review. The Citizenship Council at the Ministry gives its opinion after checks by the Ministry of Interior and the State Agency for National Security. If your evidence leaves questions, the Ministry can ask for more documents or refer the question of origin to the Consultative Council at the Agency for Bulgarians Abroad.
- Decree. The Minister of Justice makes a proposal to the President, and citizenship is granted by presidential decree. The Ministry then issues a certificate of the change in citizenship.
I describe each stage in the step-by-step application guide and the paperwork in the documents checklist.

How long it takes
The law gives the Minister nine months from a complete application to make a proposal on an origin-based case. If the file had gaps, the term runs from the date they are fixed, and it stops while the Citizenship Council waits for extra documents. That is the official part.
The longer part is usually before filing. BRIDGES, which handles these cases, describes the archive search as the least predictable stage, from two to ten months, and the whole path to the passport as two to three years in its practice. I would plan with that range, not with the statutory nine months. If you need a status sooner, a permanent residence permit on the ground of Bulgarian origin is a separate option, which I cover in the guide to the certificate of origin and residence.
What you get at the end
Bulgaria has been in the European Union since 2007, fully in the Schengen area since 1 January 2025 and in the euro area since 1 January 2026. A Bulgarian citizen is an EU citizen, with the right to live, work and study in other member states. Children born after you become a citizen are Bulgarian by origin from birth. I explain the practical side in passport benefits and dual citizenship, and who in the family can join in family and children.
Who this route suits
It suits families who can trace a Bulgarian parent, grandparent or great-grandparent through documents, who are ready for a process measured in years and who do not want to move first. It is a poor fit if the only Bulgarian relative is collateral, if the family story cannot be matched to any record, or if you need EU status within months.
If you are unsure whether your line is strong enough, the BRIDGES team publishes how it assesses a family line on its page about Bulgarian citizenship by descent.

Questions and answers
Which ancestor gives the right to Bulgarian citizenship by origin?
An ascendant of Bulgarian origin up to the third degree: a parent, grandparent or great-grandparent. Uncles, aunts and cousins are not ascendants, so they do not give a ground.
Is there a language test for applicants of Bulgarian origin?
The Citizenship Act does not require a Bulgarian language certificate on this ground. An interview is held when you file, and the Consultative Council may consider whether you use Bulgarian if the Ministry asks it to check your origin.
Can I keep my current passport?
Bulgaria does not require applicants of Bulgarian origin to give up their current citizenship. Whether your other country allows dual citizenship depends on its own law.
